Acctually i had the same problem a couple weeks back i just deleted local content then went to the Cstrike folder and deleted that and then reinstalled..
Worked for me

What spec is the lappy, as a Sandwich Toaster connected to a portable tv could run CSS..
the only other thing i can think of is maybe to ask JESUS he may have

Hi Ben....
What you need to do is uninstal steam fully (pain in the rear I know). Then run the reg cleaner I pointed you towards - http://www.tweaknow.com/RegCleaner.html
Then re-install steam and CSS. Make sure you have a stable connection when downloading the steam app it'self.
The memory issue is not just a CSS issue it's a steam one tooSo always best to get rid of the whole lot.

Delete your ClientRegistery.blob in your Steam folder , restart steam then see if that helped , that little file Solves a lot of problems

Un-installing your entire steam games collection, and then going to program files and make sure all the folders have gone and none remain.
Then before re-installing clean the registry of any steam related entries. Now if you know your way around a registry you can do it manually.
Or if you don't, then use the following program.

Change the settings to advance mode, and ensure it is set to do a full scan. Scan your pc, and delete any entries it offers up. you never know it may also get rid of a bit more fluff while it's at it
You may need to run it a second time, as deleting some duff entries can expose more.
Incidentally, Tweaknow have a nice little of collection of free tools to help with keeping your pc nice.
p.s always back up your registry before making any changes, including fixes
After all that, re-install steam and JUST the game you are having probs with. It makes it easier to narrow it down to just that game been the issue.

I actually just mentioned this in another topic. Try adding the following launch option to CS:S
-dxlevel80
If that doesn't work you can also try -dxlevel70

Yeah as Greycloak said, the dxlevel is the best, Alot of games did that for me and it works well. Happend to me a couple of times.

Change DXlevel to 8. Also rightclick CSS --> Properties --> Delete local game cache
